Public authority has also been taking significant steps to fight
against it. We can talk about the existence of a national-level coop-
eration considering the “National Cyber Security Strategy and Ac-
tion Plans” which was published by the Ministry of Transportation
and Infrastructure in 2013, and the Circular on the Information and
Communication Security Measures, which was recently published
by the Presidency of the Republic of Turkey. In this sense, we are
taking necessary precautions for our institution; while aiming to
become a part of this national cooperation at the same time. To
serve this target, we have established a mechanism that will take
necessary precautions and fight against cyber crimes which will
operate under our Corporate Cyber Incidents Response Team unit
and integrated with the National Computer Emergency Response
Center (USOM). In the coming term, we aim to coordinate with
the insurance market on preventing the cyber attacks or reducing
the related losses, while beginning to start SOME (Cyber Incidents
Response Team) activities for the insurance market in coordination
with USOM. Besides the security of the data stored by SBM, we
have also aimed to secure data exchanges between different institu-
tions. To ensure that, we conduct close-circuit communication over
Kamunet network with public institutions, and over MPLS network
with insurance companies. Confining ourselves to usernames and
passwords wasn’t secure enough for us, so we standardized the ac-
cess to data through two-factor authentication.
