Emaa Sigorta General Manager Prof. Dr. Aykut Ekinci: ''SEDDK’s 2026 Regulations Will Strengthen Standardization in Claims Management''
Emaa Sigorta General Manager Prof. Dr. Aykut Ekinci stated that the regulations introduced by the Insurance and Private Pension Regulation and Supervision Agency (SEDDK) in 2026 regarding claims practices will make significant contributions to strengthening common standards and uniformity in implementation across the sector, managing claims processes more effectively, and improving the quality of services provided to policyholders.
Evaluating the circular on unauthorized claims intermediary activities published by SEDDK on 29 June 2026 and the amendments made to the General Conditions of Compulsory Motor Third Party Liability Insurance, which entered into force on 1 July 2026, Emaa Sigorta General Manager Prof. Dr. Aykut Ekinci stated that the latest regulations regarding claims management are important steps that complement each other and aim to strengthen common standards across the sector.
Common Standards in Claims Processes Are Being Strengthened
Stating that the strengthening of common standards in claims management will provide important benefits for both policyholders and the sector, Prof. Dr. Aykut Ekinci noted that the regulations introduced under the Insurance Adjusters Appointment Regulation and the use of standardized adjuster reports will make claims processes faster and more predictable. He added that allowing material damage and loss-of-value claims to be compensated together, without requiring beneficiaries to submit a separate application for loss-of-value claims, will improve service quality and support operational efficiency in claims management.
Predictability Will Increase in Loss-of-Value Practices
Stating that the application of common criteria in loss-of-value calculations will increase predictability in claims management, Prof. Dr. Aykut Ekinci said that more consistent results in loss-of-value compensation calculations will both enhance the confidence of beneficiaries and reduce differences in implementation.
Ekinci also stated that they expect standardization in loss-of-value calculations to reduce the number of files brought before arbitration and courts. He noted that, with the new regulations, faster access to beneficiaries and more effective communication throughout the process are also among the important steps supporting claims management.
Regulations Protecting Policyholders Will Also Support the Development of the Sector
Stating that the circular published on 29 June 2026, which introduced new regulations regarding unauthorized claims intermediary activities, addresses an important need, Ekinci noted that this step will contribute not only to protecting policyholders’ rights but also to strengthening a more reliable and transparent structure in claims processes.
“We consider the regulations aimed at preventing unauthorized and unregulated claims tracking activities extremely valuable for our sector. In addition to protecting policyholders’ rights, ensuring that claims processes are carried out only by beneficiaries, their representatives, and insurance companies will further strengthen trust in the sector.”
Ekinci stated that the Common Claims Notification Center (OHİM) application, which will initially begin accepting claims notifications related to motor third-party liability and motor own damage insurance on 1 September 2026, will contribute to faster and more effective management of processes.
Foundations of digital transformation in claims management are being strengthened

He noted that these regulations will improve both the efficiency of claims management and the quality of services provided to policyholders, while also supporting the digital transformation of the sector.
